Screen Source Code Access

Hi all,

I have a project in mind that would involve changing the rgb values of some of the pixels on screen. I currently have Windows 10 and was wondering if anyone would have any idea where I could have access to the rgb values of all the pixels and edit their values. I understand that this may not be possible. But are there any file(s) on Windows 10 that I could start to look more into that may have ANYTHING remotely related to this that I could be pointed to? My end goal is to be able to perform certain actions on a specific piexel’s value based on it’s intital value. The closest I have come to this is using the application NegativeScreen.exe to be able to input an rgb matrix to adjust the pixel’s values values by a specific number. Any help would be appreciated.
