Is it normal to have 4+ team leads?

To be honest this is the first time I have ever encountered something like that but I am also fairly young. Is it concidered “normal” or “good practice” to have more than 1 team lead for a group of ~7 devs? Especially for a company claiming to have a “flat hierarchy” I am getting told a lot of tasks but actually know near nothing about anything else. It is kind of like a strategy game where you have to find the right person to talk to before you can even imagine what’s going on in your environment.
