Where to begin creating android app?

I am a small business who wants to make an android app to help with sales. The app is simple, the user scans a QR code attached to my product, and then they get information on how much of that product I have in stock. I just want to know what are the hardware and software requirements for something like this? In other words, what are the main steps that need to be taken to develop this app?
