Need advice on hosting small website

Hi I’m a junior/mid level developer but have no experience with ops or hosting. I have some sample things up on heroku just for playing around but that’s it. Now I’m building a simple website for my sister’s small business with a little text, opening hours etc. It probably won’t even have a database behind it because we want to keep it simple and cheap. But maybe it will need a db if she wants a lot of images, not 100% sure yet, still in discussion.

My question is what tools are best suited to hosting something so small? Is heroku overkill esp if there’s no db? If possible we want to keep the app small enough for a free tier. I’m not sure if this is possible though, it mentions something about sleeping with inactivity in the free tier?Sorry, I’m slightly confused about this sort of thing as I haven’t had to do ops at my work yet.

I’ve never used other tools so I’m not sure what is good for this sort of thing. I think if no db is required I’ll do a simple react app. Otherwise I will use rails.
