What is a "framework"?

I’ve seen many people describe SCRUM as a “framework”. But what is a “framework” in this context? I know terms like process or life-cycle have known definitions in business management literature. But “framework” doesn’t seem to have such definition. How am I understand the term? And how does it differ from something like process or methodology?
